What This Is About

Systems Engineering im vollen Umfang passt auf die wenigsten Projekte. Ein Gerät mit zwei Disziplinen und drei Schnittstellen braucht einen anderen Aufwand als eine zulassungs­pflichtige Anlage mit hundert Anforderungen. Wer überall denselben Prozess vorschreibt, erzeugt an der einen Stelle Bürokratie und an der anderen Lücken.

Tailoring heisst, den Prozess auf das einzelne Projekt zuzuschneiden. Schwierig ist daran nicht die Idee, sondern die Begründung: Warum reicht hier weniger, und warum dort nicht? Das Werkzeug beantwortet diese Frage nachvollziehbar. Es leitet die Einstufung aus neun Kontextfragen ab und benennt, welche SE-Bereiche daraufhin verbindlich sind und welche optional bleiben.

Die Methodik ist reduziert und angepasst aus dem INCOSE Systems Engineering Handbook, 5. Auflage, Kapitel 4.1 zu den Tailoring Considerations.

Systems Engineering in its full extent fits the fewest projects. A device with two disciplines and three interfaces requires a different effort than an approval-bound installation with a hundred requirements. Prescribing the same process everywhere produces bureaucracy in one place and gaps in another.

Tailoring means cutting the process to fit the individual project. The difficulty lies not in the idea, but in the justification: why is less sufficient here, and why not there? The tool answers that question traceably. It derives the classification from nine context questions and names which SE areas are binding as a result and which remain optional.

The methodology is reduced and adapted from the INCOSE Systems Engineering Handbook, 5th edition, chapter 4.1 on tailoring considerations.

Der Ablauf auf Projektebene. Die Einstufung entsteht aus neun Fragen zu Teamgrösse, Budget, Disziplinen, Safety, Zulassung, Neuartigkeit, Umfang und Vernetzung. Sie bestimmt, welche der neun SE-Bereiche verbindlich sind. Darunter liegt die zweite Ebene, die das Unternehmen als Ganzes bewertet und getrennt vom einzelnen Projekt läuft.

Einstufung aus neun Kontextfragen

Die Fragen decken Teamgrösse, Budget, Disziplinen, Safety, Zulassung, Neuartigkeit, Anzahl Stakeholder-Bedürfnisse, Anzahl Anforderungen und Vernetzung ab. Daraus entsteht eine von drei Stufen: Minimal-SE bis 30 Prozent der Skala, Standard-SE bis 70 Prozent, darüber Erweitertes SE. Schon während des Ausfüllens zeigt das Werkzeug eine vorläufige Einstufung an.

Kern-Bereiche statt Vollprogramm

Neun SE-Bereiche stehen zur Auswahl, von Problem und Stakeholder über Architektur und Schnittstellen bis zu Verifikation und Validierung. Minimal-SE erklärt fünf davon zu Kern-Bereichen, die übrigen bleiben optional. Ein sicherheits­kritisches oder zulassungs­pflichtiges Projekt bekommt den Risiko-Bereich immer als Kern, auch wenn es sonst klein ausfällt.

Ampel je Bereich statt Bauchgefühl

Je Bereich erfassen Statusfragen mit drei Stufen, wie weit die Arbeit gediehen ist. Daraus entsteht eine Ampel. Unbeantwortete Fragen senken sie nicht künstlich, unbearbeitete Bereiche bleiben als solche erkennbar.

Bericht und Aktionsplan

Der Bericht fasst das Ergebnis für das Management zusammen, mit Gesamtbewertung, Radar über die acht bewertbaren Bereiche und Ampel-Heatmap. Der Aktionsplan nennt je priorisiertem Bereich konkrete Massnahmen, getrennt nach Management und Projektleitung, und hält fest, was davon erledigt ist.

Zweite Ebene: Firmenreifegrad

Neben dem einzelnen Projekt bewertet eine Praktiken-Checkliste den SE-Reifegrad des ganzen Unternehmens und erzeugt daraus einen eigenen Managementbericht.

Classification from Nine Context Questions

The questions cover team size, budget, disciplines, safety, approval, novelty, the number of stakeholder needs, the number of requirements, and connectivity. One of three levels results: minimal SE up to 30 percent of the scale, standard SE up to 70 percent, extended SE above that. A preliminary classification is shown while the questions are still being answered.

Core Areas Instead of the Full Programme

Nine SE areas are available, from problem and stakeholders via architecture and interfaces to verification and validation. Minimal SE declares five of them core areas, the rest stay optional. A safety-critical or approval-bound project always receives the risk area as core, even when it is otherwise small.

A Rating per Area Instead of Gut Feeling

For each area, status questions with three levels record how far the work has progressed. A traffic light follows from that. Unanswered questions do not lower it artificially, and untouched areas remain recognisable as such.

Report and Action Plan

The report summarises the result for management, with an overall rating, a radar across the eight rateable areas, and a traffic-light heatmap. The action plan names concrete measures per prioritised area, separated into management and project management, and records which of them are done.

Second Level: Company Maturity

Alongside the individual project, a practice checklist assesses the SE maturity of the entire company and produces its own management report from it.

What It Does Not Do

  • Kein Projektmanagement-Werkzeug: keine Terminplanung, keine Ressourcen­planung, kein Netzplan.
  • Kein Anforderungsmanagement-Werkzeug: einzelne Anforderungen werden nicht Zeile für Zeile erfasst, sondern nur ihrer Grössenordnung nach.
  • Keine Zertifizierungs- oder Compliance-Prüfung: das Werkzeug bewertet den Stand der Arbeit, es bescheinigt nichts.
  • Kein Mehrbenutzer-System: die Daten liegen lokal im Browser, es gibt keine Server-Datenhaltung und keine gemeinsame Bearbeitung.
  • Not a project management tool: no scheduling, no resource planning, no network diagram.
  • Not a requirements management tool: individual requirements are not recorded line by line, only by their order of magnitude.
  • No certification or compliance check: the tool assesses the state of the work, it certifies nothing.
  • Not a multi-user system: the data sits locally in the browser, there is no server storage and no shared editing.
